You will serve as a member of the Senior Executive Service (SES) as the Superintendent of the Electronics Science and Technology Division at the Naval Research Laboratory (NRL) in Washington DC. The Electronics Science and Technology Division is a major center for in-house Navy and the Department of Defense basic and applied research in electronics. The Superintendent is responsible for the technical and administrative management of a broad spectrum of highly sophisticated research programs involving in-house experimental and theoretical research at the frontiers of electron materials, device, and circuit technologies; and technical management of industrial contract programs which provide advanced prototype electron devices for new systems. To this end, the Superintendent’s goal is to foster a diverse staff of experimental, theoretical, and computational physicists, surface and materials scientists, chemists, electrical, electronic, chemical and mechanical engineers reflecting the multidisciplinary nature of the Division’s research. The synergy that results from the collaboration between these experts ensures the development of world-class electronics science and technology as well as in-house subject matter expertise for the Navy, Marine Corps, DoD and other government agencies. In-house research and development efforts include the following areas: optoelectronics; nanoelectronics; power electronics; photovoltaics; microwave, millimeter-wave, and sub-millimeter-wave technology; theoretical and computational electronics and electromagnetics; electronics material growth, characterization and processing; surface and interface science; radiation effects and hardening; and quantum information and sensing.

The Superintendent:

  • Conceives, plans and formulates the scientific program of the Division in pursuance of the military defense of the United States.
  • Establishes priorities by considering the relative importance of the work to other work carried on by the Division, its utility and adaptability to the national defense, its usefulness in other fields of research, and its potential value in relation to the increase of scientific knowledge.
  • Plans, directs, and regularly reviews the prosecution of broad programs in electronics science and technology.
  • Assigns problems to the operating Branches or approves their general plans, stimulates interest and activity on the part of Division personnel, reviews progress and completed work for soundness of recommendations. In all such matters, he/she is the final authority within the Division.
  • Coordinates the research of the Division with that performed in other Divisions at NRL, with research in other government laboratories, universities and industrial laboratories so that maximum cooperation and exchange of information can be effected, and so that unnecessary duplication of efforts can be avoided.
  • Ensures that technical and programmatic decisions are efficient and are focused on relevant science advances that can be leveraged to deliver useful technology to the warfighter.
  • Is a recognized authority in electronics science and technology and related fields.
  • Serves as scientific consultant to the Navy, other departments of the Government, allied foreign governments, and leading universities in matters that are carried out under his/her jurisdiction.
  • Participates in conferences with ranking officials of the Laboratory, with the chiefs of major technical units of the Department of Defense, and with responsible officials of industrial organizations.
  • Serves on various policy and planning boards and contributes to the over-all administration of the laboratory.
  • Represents NRL in matters pertaining to research in electronics science and technology, makes arrangements for cooperative research with other government agencies or laboratories where it is beneficial to the Nation, and makes commitments for projects to be undertaken by members of the Division.
